Facility Anti-Terrorism Standards

The new federal Chemical Facility Anti-Terrorism Standards became
effective June 8, 2007. They require the Department of Homeland
Security to identify and regulate "high-risk chemical facilities."
These facilities (which is "any establishment" - not
just traditional chemical plants) may be subject to a security
vulnerability assessment and site security plan requirement.
Any onsite amounts of carbon monoxide, fluorine, hydrochloric
acid (anhydrous), hydrogen sulfide, nitric oxide, nitric trioxide,
phosphorus, silicon tetrafluoride, sulfur dioxide (anhydrous)
and others will subject your facility to the standards, as will
certain amounts of acetone, propane, ammonium hydroxide and others.
